Fixed issue where the Shellfish resource would be invisible without Barathor's More Luxuries mod enabled.
Shellfish will no longer spawn on top of existing resources nor on Atolls. Dido's cities will now only claim neutral tiles.
Issue where Hannibal's Shophet was not converting to the Great Admiral graphic properly fixed.
Shophet's strategic view icon fixed.
Qart Hadasht removed from Hannibal's city list.

The extra strength for the Quinquereme in friendly territory is now a direct modification of their combat strength, rather than a friendly lands bonus. This will synergise with the Cothon better.
Changed a bit of the code so that receiving a Shophet from a City-State would still allow for its effects to be active, even when the player wasn't Hannibal.
