Last update for today I swear. Fixes part of Silverforge's Strongbellow Academy which was inconsistent with other surface hold upgrades.

Sorry for double update. Decided to change all remnant holds into only requiring dig level 2 in order to upgrade, as well as lowering their cost to upgrade. Idea being that all the monuments existed and were magnificent during the era of the Dwarven Empire, but have now decayed due to neglect in the remnant case and due to damage in the other cases, with neglect being slightly less damaging, if that makes any sense.

Added a free +1 center of trade level upon upgrading a remnant hold monument to level 1 for the first time, idea being that as a remnant you're getting back on your feet again after centuries of thumb twiddling.

Slightly changed Kanzad's goods produced numbers so they scale better into late game, but are slightly weaker early on.

Lowered Ovdal Lodhum's dig requirement to level 2 (was 3). Change implemented because Ovdal Lodhum's monument gives colonization buffs, which is time-sensitive for being actually useful. Also moved the temporary +1 colonist effect to monument tier 1 instead of tier 2.

Fixed a bug where the Emerald Spire's permanent province modifier was incorrectly a country modifier instead, making it so it did nothing. Now it does something.

Changed all instances where an advisor was awarded to grab the root culture and religion of their origin province, rather than always being dwarven ancestor worshippers. Also increased their discount to -75% off.

Added an attack bonus in capital terrain temporary modifier to Verkal Vazkron's T3. May remove or adjust duration later.

Added an "or has at least 60/70 development" check for holds so that black orcs and mossmouth ogres (who cannot dig deeper) that don't have any "subterranean" racial minorities can still upgrade monuments, albeit at an expensiver than normal cost
