Big-ish update: rebalanced a number of different monuments, as well as changed the way you upgrade the holds from being purely 40 development everywhere to requiring the hold to be level 3 (or 4 for particularly important holds). This change was implemented to better interact with the existing hold system within Anbennar, as well as to slightly slow down monument building to be more of a solidly midgame phenomenon instead of early-mid game.

Changed Phokhao Citadel's (Verkal Ozovar) -dip annexation cost to a -10/-20/-30 liberty desire in subjects effect.

Changed "Underground Race" to "Subterranean Race" to better match already existing Anbennar localization.

Added custom localization to the list of cultural requirements at the bottom of the monument UI so it doesn't look quite as clunky. Now it states that you must be an Underground Race (in fancy yellow text as well!) in order to use the monuments.

The underground races are Dwarves, Goblins, Kobolds, Black Orcs, and Mossmouth Ogres (the latter being the culture of Mire Maw)

Also did some minor balance touch ups to the Tunnel of Love and a few other monuments. Nothing very big.

Updated for 1.34 Lions of the North. Is still compatible with 1.33/whatever version Anbennar is currently running at since monuments are extremely lightweight.

Forgot a zero on Phokhao citadel's second tier which accidentally made it -75% diplomatic annexation cost instead of -7.5%. It is now back to being normal.

A number of small changes have been made to some monuments. Nothing major has changed, but in general, 1) global modifiers that I felt were too strong have been slightly reduced, 2) Some province modifiers have been increased, since some were weaker than buildings one could build, and 3) most generals and admirals that are created from a monument have recieved slight buffs to their pips, since they are not permanent but can help strengthen a nation's military for a short period while the general is alive. Also fixed some mild inconsistencies with effect tiers.

Make Phokhao Citadel in Haless more interesting, and found a better piece of monument artwork for Seghdihr. Should be compatible with ongoing saves.
