-Lowered transport armor

-Slowed all ships by one step (Very Fast to Fast, etc)
(To better emulate Freelancer travel times)

-Raised naval capacity cost of ships 5x
(To better emulate Freelancer ship #s)

-Reworked Terraforming links.
Very few climates (Forest, Tropical, Lake, Retinal ) can now terraform directly into Continental.
Other climates require multiple steps to reach Continental. (Desert -> Arid -> Steppe -> Prairie-> Lake -> Continental)
Terraforming Cost/Time lowered to Vanilla values

-Removed stand-in deposits representing battleships, etc
(To lower excessive Trade Value levels)

-Researching Gamma Lasers now unlocks all other laser types. (Neutron, etc)
(Still need to do localization for these. Will be adding to lower tier techs in the future.)

-Researching Strike Craft III now unlocks two additional Hangar types, one with 12 lighter craft and one with 6 heavier craft.

-Reduced the trade value of corporation HQs.

Human nations now have unique civics to roughly approximate their faction's preferred weaponry.
(I intend to do add Freelancer weapons at a later date, but this is a start to help differentiate nations.)

Rheinland is now under an Imperial government, as they were at their founding.
(In the future, I intend to add events that allow you to transition houses into different governments via Freelancer historical events.)

A few bug fixes.

Adjusted habitability %s to be a bit less punishing.
