A3TI compatibility fix

- New subtropic lighting and biome setup for Tembelan map.
- Support for rof_ammoulliani terrain.
- Altis sunlight, moonlight and high overcast illumination improved.
- Minor Tanoa lighting improvements.
- Reduced haze on all terrains.
- Fixed a few existing warnings/errors.

- Eastern setup for Ruha

- Mediterrean setup for Anizay

Added 2 Weather Effects (don't impact perfomance):
- Rendering effect which removes stripes during foggy weather (known as DirectX bug).
- Raindrops on ground.
