- Gave the AI a unique decision to handle stone unlocks, simplifying code, weights, and budgeting
- Updated AI discovery budgeting to 3.5 syntax, and improved logic
- Stone discovery via rumours of Fallen Empire possession now requires the discovering empire to have met that Fallen Empire
- Temporarily disabled all AI budgeting for stone transfers, since the transfer logic is broken. No need to clog up performance calculating the budget until that is fixed
