New features:
-Added controls to set charging behavior for batteries and capacitors (4 different charge curves ranging from laid back to super fast).
Rates are set to lower values when docked. to protect outpost reactors from sudden load changes (that the sub would normally handle easily). Undocking will restore previous choices. The core circuit is unchanged, but higher settings will reach higher charge rates much earlier than the fixed load curve used before, while lower settings will be slower but much easier on the power grid.

-Tweaked behavior of overload protection system slightly. Capacitors will now charge normally to 75% instead of 70%, and dissipate energy above 75% (was 80%). That range between 70 and 80, where the capacitors would retain some of the excess charge for weapon use felt like an unnecessary complication.

-Added button to restrict access to terminal and wifi commands (restricted to captain)

-Various small visual fixes and changes
