Took away some power, wanted to make him good at comboing but not a braindead masher

Ftilt: added whifflag
dash attack: reduced hitbox active frames, but now less endlag
downtilt: reduced hitbox active frames, added whifflag
uptilt: hitboxes match animation better, added whifflag

fstrong: hitboxes match animation better, added whifflag

nair: reduced hitbox active frames, but now less endlag
fair: reduced hitbox active frames, slightly faster, added whifflag
bair: reduced hitbox active frames, added whifflag

Shortened hurtboxes to not include weapons (except neutral special)

Forward air: Hitboxes now behave like back air (early hit is stronger than late hit)

Jab: Slightly more startup, less endlag, hitbox now covers more of Jacket's body

fixed visuals for Up tilt (it may look slower but it's still the same speed as before)

-Walk speed: greatly increased
-Dash startup: decreased

-Up air, Back air, Neutral air: damage lowered by 1%

-Down air: increased damage and made knockback angle slightly more straight downward
-Up Special: slightly increased knockback scaling

-Neutral special: Uzi has faster fire rate and less ending lag, but slightly more startup, reduced how far bullets travel, less knockback scaling, and Uzi takes longer to reload

Up special: slightly raised knockback angle

Shotgun: Pellets now fly super fast and farther

Lots of changes this time around mostly focused on scaling, hitboxes matching animations, aerials utility, and adjusting knockback

-Jab: Lowered knockback scaling and hit pause scaling (Might revert this if people hate this, but it is a little funny how much damage you can rack up at low percents)
-Forward tilt: Lowered base knockback, but raised knockback scaling. Added hitpause scaling
-Default Forward Strong, Down Strong, and Up Strong: Hitboxes now match the timing and duration of weapon swing animations
-Neutral air: Attack is active both earlier and longer
-Forward air: Attack comes out earlier, 1 frame less landing lag, toned down knockback (now meant for comboing)
-Back air: Moved hitboxes to cover more area around Jacket, sourspot deals more damage and knockback, sweetspot does slightly less knockback but is active longer
-Up air: Decreased knockback
-Down air: Increased knockback scaling, also sends at a more vicious downward angle, but now has a smaller hitbox
-Up special: Increased Knockback scaling
