Has a minor grace period before forcing the let go thing (though if he is low enough then it won't matter)

Puppet Nair:

* I noticed when I was writing down frame data that shy guy Nair is just straight up worse back air which was really funny but not for him, so I buffed the frame data a little

Shy guy:
Fall time (Tested on Tutorial Grid & Is when shy guy is able to move again) 372 Frames (6.2 Seconds) -> 431 Frames (7.183 Seconds)
Shy guy uses rivals kb + hitstun formula, so it is more normal now * (Doesn't use the hitpause one due to causing bugs
