Completely removed the town event to prevent crashes.

Bloodboil has been tuned to be even less effective against bosses and other enemies with very large health pools.

In an effort to fix town event crashing, The Forsaken now has a carbon copy of the Shieldbreaker quest, meaning a low chance at the end of each dungeon to pop.
