Buffed all Minor Relic deposits to either 1 or 2 from .02 and .2.
Removed the negative buffs to district size for lonely Ursa and Legendary Deep Ocean planets.
Reduced the time to clear deep ocean deposits by 90%

Corrected the English .yaml file to add missing tool tips.

Corrected the legw file for the Legendary Cracked planet,
The 3.3 code used a command no longer supported in the scope for 3.5.
the intention was for researchers to get scaled up static added bonus for physics on each uplift of the earth science lab. (12 total uplifts possible)
This has been changed to a static value that caps at 25 added research for each category of physics, engineering and society.

Corrected errors in to legw scipt file to remove invalid references to the lege_script.131.
this script was intended to reset primitive worlds before adding the buff for legendary primitives, however the script was not included in the 3.3 code release.
8 lines of code changed.

Correct the legw_event scripts to correct a change in the syntax for events on deposits.
