Added Chinese translation by xiaofengzhuang
REDUCED LOADING TIMES (both menus and loading battles. This should also help with starting coop games)
educed max veterancy levels to 16 (main cause of battle loading times) but changed the scale of points needed to gain levels
removed setting to set different war stages until it will be fixed since it was working incorrectly

Changed ai smoke grenade script to give the ai more smoke grenades after 4 minute cooldown

Added toggle for setting vehicle max speed to 3 kph to make it easier to coordinate tank and infantry advances. Double Clicking will override the toggle if activated

Changed ai defender emplacements to now use min/max levels for all nations since devs added this feature
AI defender emplacements will now improve as the campaign progresses
Disabled 100% accuracy in direct control (3rd person view still has 100% accuracy) for infantry
Adjusted RP cost of some german halftracks
Fixed incorrect min max level for pak 38
Tweaked impossible and hard resource settings
Deleted DynamicCampaignOverview.xml since we no longer use it
Made infantry more durable in cover and crawl position against explosions
Removed cover and crawl position bonus chance to avoid any bullet damage
Reduced the number of possible amount of emplacements on challenge maps
