Change data in price items:

Items now shoult be available for purchase in stores.
Basic version (powered tools) should be found in Mining Outposts (min 5 available) and sometimes in basic outposts.
Nuclear tools version should be found only in mining facilities.

I leave price which I set when I created this mod which is 300mk for basic verion of tools and 500mk for nuclear version.

Changed recipe for Powered Tools.
Instead of Incendium they requires 2x FPGA circuit now.

Added Nuclear Powered Tools - next upgrade for Powered Tools.
Those tools requires reactor fuel rods instead of battery cells.
They are twice as good as basic tools.

Overwrite `Tool Maintenance` Mechanic's talent. Additionaly unlocks recipes for Nuclear Powered Tools.

Added displaying "in game" type of batter/fuel rod used by Powered Tool
