then in file /Items/Tools/tools.xml change attribute requiresrecipe to "false" for all items and then remove /Talents/ directory

Should works just fine - but I am not sure for 100%
I stopped playing barotrauma a year ago so You need check it yourself

Unfortunately I didn't do the option without using talent.

When I was playing barotrauma with my friends, we wanted subsequent tiers of tools to be unlocked over the course of the game as players leveled up.

if i remember correctly in the talent definition and in the item definition there are lines in XML file that block crafting of the item - just removing them allows tools to be available without the required talent

There Is a no talent version?

Figure I'd ask formal permission if possible but would you be alright with me incorporating this into a mod? Obviously, credit will be given. I'm guessing with the quote from above taken from your most recent post here that it would be fine?

Take note that AI bots do not know how to use the tools from this mod, and will end up never repairing leaks as they won't grab a welding tool they can use.

I've add changes to the mod.
Powered tools should be found in Mining Outposts to buy.
Sometimes in basic outposts should have also basic version of powered tool for sell.

Unfortunatelly I cannot test it because my old saves when I dock in mining facility - the have not those items. I have saves from 0.20 version xD

Also I do not know for sure if I added all needed changes - but I do my small research in barotrauma documentation and there nothing mentions anything more I need to set to add items to shops.

Sure, I will try to add the possibility to buy items in outposts.

It's been a long time since I played Barotrauma - I don't know if the mod is even still compatible after the last big update ;)
But I'll try to add items to outpost stores and add it to the mod

can you buy these from outposts? if not can you please update it? my crew is small and often doesnt have an mechanic
