More rule tweaking to allow Bretonnia to upgrade barracks that it starts with while not making new tier 1 barracks.

Massif Orcal had a negative modifier on barracks as a major settlement, but it is a single region. Changed to positive absolute modifier.

Corrected entries under the "No Duplicate Barracks" rule set that may have been preventing some barracks from being upgraded.

First pass at bug report: "From what I can see the Empire are upgrading Barracks to T3 in minor settlements but they're T1 in all the major ones I can check apart from Altdorf."

I want factions to avoid putting new barracks/T3 recruitment centers in major settlements, but if they start with one or conquer one, i do want them to upgrade it.

Unless my ADHD kicked in, I did not see this specific version of the issue (Empire Barracks) in my first pass at the problem, but I did see several related issues that would impact other barracks and cavalry recruitment structures and cause the AI not to upgrade them. Corrected each instance I saw.

I caught Eltharion building some buildings I categorize as "bad to build until a settlement is at a higher tier" in Yvresse so I added Yvresse and a few other settlements that were missing to that rule set.

If you catch the AI making buildings that you think match that definition before, say, tier 3 or 4, drop a comment or hit my discord (link in the mod description) and I will update.

Gave the Bretonnian Barracks building some priority to upgrade so the AI gets some use out of their starter barracks. I plan to swap them all out for stables with a script addon later.
