Plight of the Serfs Journal Entry
- Adds a new Journal Entry for Russia: The Plight of the Serfs.
- The Journal Entry is triggered by having researched the Egalitarian tech, and having a ruler opposed to Serfdom.
- The Journal Entry can only trigger if Russia is an authoritarian monarchy.
- The Journal Entry drastically increases the chance of Agrarian Socialists spawning, and having agitators or IGs led by Agarian Socialists can trigger terrorist activity.
- The Journal Entry is primarily progressed by controlling Interest Groups: having anti-serfdom interest groups in government or powerful leads towards abolition, while having pro-serfdom interest groups can lead to a reaction and the implementation of Debt Slavery.
- Finishing the journal entry gives one of 2-4 options depending on situation:
-- Compromise solution: Tenant Farmers activated with 49 years of serfs paying interest on government loans to compensate the landowners, increasing land tax and increasing rich SoL while improving investment efficiency of Aristocrats. This is the historical outcome, and unless the landowners are marginalized the AI will generally go for this option.
-- Total Abolition: Tenant Farmers law activated. Causes drastic radicalization among Aristocrats and Clergymen, while making Peasants substantially more loyalist.
-- Privatization: Enabled with Mutual Funds researched or by having Industrialists in government. Enacts Commercialized Agriculture. Improves loyalty among Capitalists and Peasants, while causing radicals among Aristocrats and Clergymen. (the AI will hardly ever go for this option, having a small chance to do so if a governing IG has market liberal, financial reformer or metallist ideology)
-- The State and the Mirs take over estates: Enabled with Socialism research or by an interest group led by Agrarian Socialists in government. Enacts Collectivized Agriculture. Causes massive radicalism among capitalists, aristocrats and clergymen, and a moderate increase in the loyalty of peasants. (the AI will hardly ever go for this option and is unlikely to create the political situation enabling it)
- Failing the Journal Entry forces a reformist Tsar to abdicate and gives an option to implement Debt Slavery and make the landowners pro-slavery.

Other
- Council Republics with Laissez-Faire, Interventionism, Agrarianism or Traditionalism gets an event that allows implementing a Mixed Economy, Cooperative Ownership or if authoritarian, Command Economy without going through law enactment. Cooperative Ownership or Command Economy will create a significant amount of radicals, while going Mixed Economy causes less disruption.
- The Petite-Bourgeoisie replaces the Meritocratic ideology with the New Economic Policy ideology if Mixed Economy is chosen.
- New Economic Policy strongly supports Mixed Economy, is less hostile towards Free Unions and prefers Proportional Taxation over Per Capita Tax.
- Russia's starting ruler is very likely to die sometime during the 1850s.

- Added a new ideology change JE for making the Petite-Bourgeoisie or the Independent Workers less ideologically racist. Doing so allows them to attract pops who share a heritage with a primary culture, rather than only cultures who share a heritage and another trait with a primary culture.
- The JE triggers by researching Human Rights, and is completed by neither having Ethnostate nor National Supremacy and having either the Petite-Bourgeoisie or Independent Workers have a tolerant leader ideology (reformer, humanitarian, humanitarian royalist, anarchist or integralist).
- Only the Interest Group with an appropriate leader can have their ideology changed by the event. If both have an appropriate leader, only one can be selected in the event.
- Independent Workers now only attract primary cultures and cultures who share a heritage trait and another trait with a primary culture, similar to the petite-bourgeoisie.
- Independent Workers have increased attraction among primary cultures and cultures who would be tolerate in the National Supremacy citizenship law.
- Radios have a reduced weight for fulfilling the Entertainment need.
- Rebalanced Financial Sector PMs.

- The Labor Movement technology now gives +1 universal political strength to all pops.
- Labor Movement, Regulated Unions and Free Unions apply a percentage reduction in Peasant political power to compensate for the added base value.
- Unincorporated states levy some land and per capita taxes.

Influence Ideology
- Adds a new Character Interaction: Influence Ideology.
- Influence Ideology allows you to attempt to change the ideology of the heir or an Interest Group leader at the cost of Authority, and if non-authoritarian, Legitimacy.
- Politicians can be attempted to be influenced towards the ruler's ideology, or towards broad categories.
- Is more likely to work the higher the IG's approval is.
- Can not be done with Insurrectionary IG leaders.
- Influence Ideology will in most cases not change to an ideology that would normally be impossible due to lacking the required technology, with a few exceptions. If "Radical Social" is selected before Socialism is researched, the character will become a Social-Democrat and "Nationalist" will default to Liberal Nationalist if none of the required techs have been researched. Considering making a "Utopian Socialist" and "Patriot" ideology for the early game instead.
- France is not able to Influence Ideology of Bonapartists, Orleanists or Legitimists while the Divided Monarchists journal entry is active.
- Brave and Firebrand characters can not be Influenced in this way.

- Which ideology groups which can be selected depends on which Interest Group the character leads, in addition to the ruler's ideology always being a choice (which enables some normally impossible ideologies, like Communist Industrialists, Market Liberal Trade Unions or Nihilist Devout):
- Landowners: Conservative, Pro-Business or Militarist.
- Industrialists: Pro-Business or Liberal.
- Devout: Conservative, Moderate Social or Rural.
- Petite-Bourgeoisie: Nationalist, Liberal or Pro-Business.
- Unreformed Old World Intelligentsia and National-Liberal Intelligentsia: Liberal, Nationalist or Anticlerical.
- New World and Modern Liberal Intelligentsia: Liberal, Social or Anticlerical.
- Rural Folk: Rural, Conservative or Social.
- Armed Forces: Militarist, Nationalist or Conservative (latter is exchanged for Social with Red Army).
- Trade Unions: Social, Anticlerical or Liberal.
- Independent Workers: Social, Nationalist or Pro-Business.

Other Changes
- Agrarian Aristocracy ideology change for Landowners will have an increased draw from farmers with 25+ SoL, rather than capping out at 20.
- Oligarchy increases the attraction of bureaucrats to IGs in government when there's more than one IG in government.

Mixed Economy Law
- Needs a new save.
- Adds a new Economic System law, the Mixed Economy.
- Mixed Economy now is required for Mixed Ownership for heavy industry and resource extraction and Government Run for military industry ownership methods, instead of Interventionism.
- Mixed Economy has a 60/40 split between government construction and private construction, has a larger bonus from Companies, but has less efficient investment from Capitalists and Aristocrats, and a penalty to construction efficiency for all buildings that are not part of a Company.
- Mixed Economy reduces the effect of Booms and Busts on market confidence (from 2.5 per month to 1.5 per month).
- Mixed Economy requires Identification Documents to have been researched.
- Social-Democrats and Fascists prefer Mixed Economies.

Other Laws
- Interventionism has access to the Mixed Ownership law for military industries and financial sectors.
- Interventionism has lost access to Mixed Ownership for most heavy and resource industry.
- Land Rents from Agrarianism now also adds farmer jobs and shares to mines and resource buildings.
- Technocratic Supervision (from Technocracy), Corporatist Ownership (from Corporatism) and Land Rents (from Agrarianism) now also consume some financial services to improve building throughput. Technocratic Supervision is marginally more efficient than Privately Owned, while Corporatist and Land Rent is less efficient.

Pop Attraction
- Urbanization effect on pop attraction now checks for urbanization value rather than number of urban centres.
- Industrialist boost from urbanization is halved for poor pops.
- Trade Union boost from urbanization is halved for middle pops.
- Slightly reduced positive effect on pop attraction from Liberal leader ideologies.

Leader Ideologies
- Liberal leader ideologies reduce attraction among all pops with literacy below 25%, in addition to all Aristocrats and Clergymen.
- The "Social" and "Liberal" categories of leader ideologies have been split into two, Moderate and Radical.
- The effect on pop attraction from Moderate leader ideologies are increased with Loyalist pops, but decreased with Radicals.
- The effect on pop attraction from Radical leader ideologies are increased with Radical pops, but decreased with Loyalists.
- "Radical" social ideologies are Communist, Anarchist and Vanguardist.
- "Moderate" social ideologies are Social-Democrat, Chartist, Corporatist and Labor Sympathizer.
- "Radical" liberal ideologies are Humanitarian, Feminist, Republican, Abolitionist, Radical and Humanitarian Royalist.
- "Moderate" liberal ideologies are Reformer, Chartist, Democrat, Liberal Nationalist and Orleanist.

Interest Group
- Adds a new interest group: Independent Workers.
- The Interest Group represents a combination of yellow unions, workers not affiliated with trade unions and the lumpenproletariat. They serve as an obstacle to Trade Union dominance in affluent capitalist economies with universal or census suffrage.
- Independent Workers attracts from non-agrarian poor strata pops, bureaucrats and engineers.
- SoL affects the attraction of Independent Workers in capitalist economies: high SoL (above 15) will increase attraction, while low SoL (below 15) will decrease attraction.
- Workers in Tertiary Industries and Urban Centres have an increased draw to Independent Workers.
- Independent Workers advocate for welfare, restrictive migration, are mildly socially conservative and progressive tax systems.
- Has the following traits: Petty Crime (unhappy, increases turmoil effects), Oddjobbers (happy: increases dependent income) and Flexible Labour Market (loyal: increases construction efficiency)
- The US Independent Workers replace Flexible Labour Market with The American Dream (loyal: increases migration attraction and pop qualifications)

Laws
- The Trade Unions law now provide modifiers to pop attraction to Trade Unions and Independent Workers.
- Private Health Insurance now increases SoL for all strata in a disproportional manner: 0.25 per level to poor strata, 0.5 per level to middle strata and 1.0 per level to rich strata.

- Some leader ideology groups will enable some IGs to draw support from pops who would never normally consider it, such as Land Reformers and Agrarian Socialist Intelligentsia being able to gain some farmer support even if the IG is normally not able to attract them.
- Liberal IG Leaders increase the pop attraction of pops above 60% literacy rather than 50%.
- Enlightened Royalists, Radicals and Abolitionists are now grouped in with the "Liberal" leader ideologies for changes to pop attraction.
- Slavers and Jacksonian Democrats are now grouped in with the "Conservative" leader ideologies for changes to pop attraction.
- Anti-Clerical leader ideologies (Nihilists, Positivists and Communists) will increase attraction among non-state religion pops and academics, while decreasing it among state-religion Clergymen, Aristocrats and Peasants. The effect is significantly stronger for clergymen. Has no effect if State Atheism has been enacted.
- Pro-Business leader ideologies (Market Liberals, Financial Reformers and Metalists) increase attraction among Capitalists and Shopkeepers, while decreasing attraction among Machinists and Aristocrats.
