First pass of consoladating the uniforms for the GMM faction

Fortified HABs now require 3 min (up from 2) soldiers to start seige on the spawn.
Fortified HABs now have a minimum spawn of 40 seconds (down from 45)

Added in Fortified Habs PLA, RUS and Irregular deployables for Winter, Desert and Snow. (Irregular version is WIP)
