minor tweaks to vanilla ships for sale on NPC trade stations

- gravity pathing improved, ships trying to move forward will no longer hit cliffs, or random hills (hopefully)

Locations which clamp mission encounters will also clamp unknown signal encounters

- Persisted missions last only 24h in the persistence, they get cleaned if they stay there for longer (this does not affect single player games)
- Locations can now be configured to clamp mission positions
- Mission started outside of any location can't generate mission points within locations that clamp missions
- Mission started within the location that clamp mission positions can't generate mission points outside of this location
- New command to list locations and create new locations

- Assasinate mission step hotfix, easy & brutal difficulties had a wrong list name assigned, which led to mission failing
- Territories.xml replaced with LocationConfig.xml, which will contain territory & location configuration in the future

AllowCombatMissions changed to AllowMissions which accepts three values "Combat", "Peaceful" and "anything else". "Combat" equals combat missions only, "Peaceful" equals non-combat missions only, any other value allows all mission types.

Free Port upkeep and profit pay-outs are now done through player accounts, not through faction account, this is to avoid issues with nexus faction account synchronisation

new mission config attribute "AllowCombatMissions" true/false , if set to false, only non-combat missions will be generated (absolutely no hostiles in them)

Datapads leading to other trade stations can now be found on trade stations as well (rarely). The chance is 50% compared to trade ships.
