v0.10 Initial Release

Gives a boost to various Buff spells, mostly in regards to having stronger scaling with higher level spellcasters but also a little bit to increase baseline area of effect for the intermediary buff spells. The ones at 3 or 5 area of effect. The 20 aoe buffs have the same area as before, but scales significantly better for mages of higher levels.
