- Added a new resolution category, the Imperial Ministries
- Added the Imperial Affairs Office
- Added the ability to adjust how much naval capacity is being deducted for the Armada
- Bug fixes (stop doubling the opinion penalties!!!!)
- Updated for Stellaris v4.0

- Reduced opinion maluses from passing the new resolutions
- Fixed imperial provinces being able to undermine imperial authority
- Changed Rule by Decree to remove all favors other imperial member states may have on the Emperor

Update:
- Added a new section to the Executor (need more ideas for ship sections, if the reactors are too weak let me know)
- remove defensive imperial legions, too buggy
- fixed the imperial military resolutions cancelling each other
