Brigand can now command bandit armies if he's present when banditry modifier hits 300%
Organizing bandits now increases danger of combatting banditry
New Local action that a ruler can use to halve banditry in location at the cost of 1/3rd defense
Implemented the Brigand’s third trait, bandit leader (Starts with 3 Bandit Minions)

Fixed save/load bug, made crime and bandit modifiers affected more by unrest and unrest modifiers, added brigand agent. (do tell me if he should be nerfed/buffed/etc. Shoutouts to Ilikegoodfood for finding the fix for the save/load bug)
