Updated CN translations kindly supplied by Fͥraͣgͫger.
Updated the "toggle moodle" action so the game remembers if the moodle was "off" when you leave and resume the game, so it is not on always by default at the start.

Added option to remove the IsoRegions window option.
Added option to allow the IsoRegions window option for Admin
Added option to allow the IsoRegions window option for Observer+ users.

When the IsoRegions window option is disabled, the Is Enclosed moodle option is still available.

Removed the "Other" menu item as the options in it do not work in non-debug mode.

Uncommented the IsoRegionWindow code so it now includes the "Recalc player surrounding chunks" menu option.
