Bug Fixes:
- Germany formation was fixed to actually require Pan Nationalism
Balance:
- AI will no longer foreign invest into logging and livestock
- Minimum Construction Efficiency was increased to 0.25 from 0.05
- Livestock was buffed slightly and pasteurisation was merged with vacuum canning
- Automatic irrigation require less machinists
- Hardwood's availability was reduced and it's output nerfed
- Art's Academies were buffed
- Italy now requires 33% of Italian nations to have researched Nationalism to form, up from 25%
- Construction malice from urban centre's was tweaked slightly
- Hungary now intends to humiliate Austria in it's war of independence
- Livestock Ranches now cost 100 points per building
- Mass Conscription now gives a flat conscription rate
- Fruit was nerfed slightly, now only weighting 0.66 instead of 1.0 for basic food need
- Trade Centre's no longer give urbanization
- Grants now require a minimum of 500k to send
- Joint-Stock Companies tech no longer gives a company
- Tech costs were reduced slightly for eras 3-6
- Austria cannot form Austria-Hungary if it owns 3 or more North German states
- Chainsaw's were buffed
- Central Planning is now era 4
- Pasteurization requires electricity
- Piedmont now starts on no colonial affairs
- If Ai Qing will not collapse until someone researches political agitation
- Rights of Women laws now have vanilla birthrate values
- Pop Growth was reworked
- Healthcare was buffed
- French pop nerf was increased
Flavor:
- Matter of Ireland was removed
- Dalmatia is apart of Austria instead of Hungary
- Austria now has a JE instead of an event explaining the Hungarian situation
QOL:
- Trade Routes' no longer have lines or arrows
Misc:
- Military laws received new icons
- Alaska is now fully colonised by Russia
- Positivists no longer like Vanguardism

- AI China shatters less

(Probably the last update for at least a month, I just wanted this done before the weekend, sorry if this messes up any games)

- Fixed modifier places in wrong spot

Conscription Laws Rework:
- Renamed laws to reference vic2 hmps
- Peasant levies unchanged
- Professional army now gives .5% conscription (as a treat), and military buffs, law only gives one institution
- Tech only gives one mob institution (war gaming, t4)
- National militia renamed, now it is the same as mass conscription but with lesser national modifiers and lower max conscription level, it only add 2 max institution, mass adds 4
- Countries that were are mass are now on partial
- Countries that were on partial are now on volunteer
- Rebalanced IG approval
- Changed law tech reqs ( professional = military drill (t1), nat'l mil = napoleonic_warfare (t1), mass = military_statistics (t3)
- Added button to increase army law in war (must have 100k casualties, peasant levies need not apply)
- Halved conscription bonus from techs
- Nat'l guard now gives 1% from the law and none from the institution
