Improve closest target finding function in Recursive queue.

When doing tool-action (mining, chopping,...) with recursive queue but the tool is broken without a replacement one, it will no longer deselect the target we're working. After manual craft and equip appropriate tool, continue working on that target again (if it's still the closest).

In Endless Deploy mode, watering multiple tiles with selection box will now repeatedly water each tile until it reaches full moisture, instead of watering once per tile like in the original mod.
