Fixed an issue where city-states that grant a unique building will allow you to build the building that is replaced by the unique building if suzerainty is lost.

(If you are suzerain of Tenochtitlan (Aztecs), you gain access to the Tlachtli which replaces the Arena. If you build a Tlachlti and then lose suzerain status, the Tlachtli remains and you may then build the basic Arena in the same district).

Updated with code that actually works to block duplicate civs and city-states in multiplayer lobbies. Previous code would not correctly have the script choose leaders before beginning loading into the game.
