Updated FFG-59 Naval Frigate.

Fixed the Slewing Arm Davit controls for the RHIB. The lock controls were broken and you were unable to release the RHIB. Use the control station for the ARM and hit hotkey #2 to release the hardpoints holding the RHIB to the ship.
