Version 1.3

This was supposed to be a large update but was made smaller due to issues that I couldn't fix.
Hopefully coming updates will have the left out features!

Flechette melee damage return increased from 17% to 33%

Shieldline tidewall Reflect increased from 17% to 33%

Description has been updated to include these changes
