War Support Rework

The first major update - "Lead and Letters" - is here!

NEW FEATURES:
- New flavor event category - war letters
-- Gain access to letters written by your soldiers, sharing their perspective on the war.
-- Text is dynamically structured based on your country’s war support and active mobilization options.
-- Custom UI by Bahmut - switch between handwritten and standard fonts depending on your preferences.
-- Disabled by default - can be enabled via game rules.
-- Spawn chance scales with literacy (5–15% at 90%, depending on selected game rule).

CHANGES:
- Added 5 new events:
-- successful attack against a stronger enemy
-- successful defense against a superior assault
-- failed offensive despite having the advantage
-- renewed offensive after prolonged stalemate
-- reclaiming your own occupied territory
- War Support Events are now enabled by default (can still be turned off in game rules).
- Added new game rules to adjust the impact of casualties and stagnation on war support - separately for player and AI.

BALANCE:
- Removed defines modifications related to war devastation.
- Minimum required progress per month lowered from 3% to 2%.
- Offensive progress now counts when capturing land from any ally of the enemy war leader, if they are Unrecognized Regional Power or higher.
- War Support Events now only trigger if the war saw at least 1,000 casualties in the previous month (for now - in future updates, dedicated events will be added for "quiet" wars with full mobilization but little fighting).

LOCALIZATION:
- Added russian localization.

- Minor powers no longer gain +1 war support from countries ranked below them.
- Fixed expected territory occupation: changed from 300% to 3%, as intended.
- Slightly increased the chance of bad events when war support is low.
- Players now experience bad events from low war support three times more often than the AI, to balance the fact that the AI seeks white peace at 0 war support, while players can ignore the mechanic.
