didn't test it myself, but it should work
The most noticible thing is that Expanded Topbar Framework now works properly
my mod is a bit of a different take though :) I made suggestion to PDX to add same modding capabilities to peace desire and capitulation desire by the way. We'll see, maybe they'll add it one day
I haven't tested it extensively, but presumably it helps with those endless world wars with loads of stupid AI wargoals in the middle of India etc.

war_support can only drop below 0 if the opposing side controlled all their war_goals
you just need to keep pressing Netherlands - either conquer it's territory or wait until war support reaches zero/they have too much debt

devastation is one of the things that affects peace acceptance by AI, so I balanced it a bit too, but maybe too much :)
Defeat clearly doesn't need one of its own though considering you're already getting nailed from casualties as well as potentially occupation.
After all, even the Crimean War took almost two and a half years to finish up, and that was a relatively minor conflict.
chances of them are changing depending on your war support, so basically a chances of getting good events are higher with high war support and vice versa
I'm thinking about expanding this stuff, like adding pacifist rallies backed up by IGs, events based on the battles etc, but it's all in theory right now
just wait a bit, I'm gonna post some fixes tomorrow
I did some tweaks, like loans are twice as strong for peace acceptance so countries don't default themselves
These situations are rarer in my experience, but still can happen
