War Support Rework

Description
A complete rework of how war support and war exhaustion are calculated.

This mod aims to fix a long-standing issue in Victoria 3: countries dropping out of wars immediately after the "short war" bonus expires. With this overhaul, wars will feel more dynamic, more decisive, and allies will become more reliable.



What This Mod Does
Reworks war exhaustion mechanics by introducing several new factors:

Losses are now calculated monthly.
In vanilla, total losses from the start of the war constantly impacted war exhaustion. In WSR, losses are assessed month by month. This means you may suffer heavy losses early on and lose support, but if you recover and reduce casualties, your war support won't keep plummeting.

War support bonuses from allies (based on rank).
Smaller countries now gain significant war support from having powerful allies - reflecting the fact that it’s essentially a major power conflict. Larger nations only gain bonuses from equal or higher-ranked allies.

War length now contributes to exhaustion exponentially
- but only if you're failing to capture war goals or enemy territory. Stalemates will grind down your support over time.

Defines Adjusted
Several game defines were modified to better fit the new system.
Notably, occupation now has a much stronger impact - it's the clearest sign that the war is going badly.



OPTIONAL: New Events
An optional set of 20+ custom events has been added to interact with the new war support mechanics:

- Mutiny chances at low war support

- Buffs and bonuses at high war support

All events are disabled by default and can be toggled in game rules.

These systems are still experimental and may be expanded in the future.
The idea is that with this new balance, war support should rarely hit 0, but when it does, a country should feel significantly weaker compared to those with high support.

Gameplay Recommendation
In my experience, wars now feel longer, more serious, and more meaningful.
Because of that, I highly recommend playing with default AI aggression settings for the best balance.

Compatibility
This mod is compatible with everything that does not modify the core war exhaustion calculation.
Works perfectly with Better Politics Mod, Morgenrote and KAI

Right now only English is included.

Major hotfix regarding issues with structs from other mods using CMF is out - I advice everyone to resubscribe for download
The most noticible thing is that Expanded Topbar Framework now works properly

@Nosfer no, the Netherlands wanted to peace out (and were partially occupied and blockaded) but couldn't because Italy had high war enthusiasm.

@Theoretician oh yeah, thanks for info, I know the guy who made it, we talk on modding discord from time to time
my mod is a bit of a different take though :) I made suggestion to PDX to add same modding capabilities to peace desire and capitulation desire by the way. We'll see, maybe they'll add it one day

@yg233976 @Nosfer There's a recent mod that got around the "war support can only drop below 0 with all war goals taken" thing by making countries capitulate at 0 war support and adjusting WS gain/loss to balance around that. Appreciate that's not the same aim as this mod, but it may be of interest and means wars don't require taking every last tiny wargoal.
I haven't tested it extensively, but presumably it helps with those endless world wars with loads of stupid AI wargoals in the middle of India etc.
