Skin-ownership test system
- Fixed test retrying not working at all, it should now properly try again up to 3 times total.
- Delayed player-side skin ownership test start by 10 seconds to allow server/game more time to get steam inventory items.
- Added a server log+console message when the first skin ownership grid is spawned to measure if it happens before or after the server loads steam items.
- Fixed fake grid for skin ownership test casting shadows even through it's invisible.

Other
- Rewritten the message from vanilla color menu to better explain the consequences of skin selection/applycolor/applyskin being independent on PaintGun.
- Fixed tool description not being overwritten at world start, misleading people into thinking the mod was broken.
- Added some checks with error logging for hopefully catching when an invalid color list size is given to the game.

- Added gamepad binds for cycle color and skin, X for color (ignored if aiming at an usable object) and LB+X for skins.
- Edited help command window to include gamepad binds and reformatted a bit.
- Paintgun's help context now shows the gamepad or kb&m binds depending on what device was last used.
- Fixed paintgun being undetected after re-selected from toolbar with gamepad.

- Added TextAPI mod-menu entry to configure settings in-game, open chat then press F2.
- Improved UI color accuracy with vanilla HUD when transparent.
- Fixed paintgun not reacting to gamepad trigger.

- Fixed note in color picker menu not showing up anymore.
- Tweaked color picker note to better list the options that do not transfer to paintgun directly.
- Added hotkey for note in color picker menu to be hidden (only for the current world session).
- Added skin ownership test status in HUD when paintgun is equipped, same place the skin selection is when the test is done.
- Added more debug logging: more info on ownership test, player connecting/disconnecting and tweaked some other existing ones.

(Does not require server restart but it's recommended, should print "paintgun v21" in log btw)

- Added aim-down-sights prevention for hotkey binds if they're using RMB (like the default shift+RMB to pick color+skin), you can still aim normally unless you bind RMB in this mod to do something.

- Added a config setting to enable ctrl+scroll for color cycling (default off), enable for better tool switcher mod compatibility.
- Added warning if Neon_Colorable_Surface is not found, which would indicate some severe paint sync issues.
- Fixed selection GUI icons to align with the text again.
