Disruptor Projectiles have been added to ALL the Disruptor Weapons

Fixed a bug with Council Riot Troopers spawning on other missions and summoning Commanders

All Soldiers can now gain up to 2 mobility by leveling allowing them to wear heavier equipment or be faster.

Experience is now more similar to the original at the lower levels but higher levels are substantially more difficult to reach.

Standard Kevlar is now the default suit for rookies which fixes a myriad of customising issues with the character pool.

New Council Mission Format:

Weak Riot Soldiers with poor detection radius and with the ability to call in back-up once alerted to XCOM's presence.
Carefully choose the moment to strike and retreat back into the shadows.

Fixed an ongoing problem in which one more pod was spawning than intended.
A Commander will now spawn inside Faction missions once a certain threat level has been reached.
A Sectopod will spawn instead for MEC missions.
