2.6 compatibility:

Changes made to account for some civics becoming origins.
Hive Minds now get extra housing to go along with their extra jobs. This is partially bugged in Vanilla.
Changes to increase compatibility with a number of the new civics, even when it doesn't make much sense.

Known issues: Resource Consolidation (Machine World Origin) breaks large parts of the ringworld.

Added localisation for Ring World Conversion decision

Updated for 2.3 compatibility, which means the following:

- Proto-Segment Districts added: These are reduced effectiveness ringworld districts that you can actually afford to pay at the start of the game.
- Ringworld conversion decision added: Once you have mega-engineering, you can use this decision to move to normal ringworld segments. You must not have any farming/mining/generator districts to use this decision.
