Fixed missing localization for the sniper variant of Ready For Anything, sniper variant now costs 2 AP as intended.

Ready For Anything now actually works as intended, instead of having covering fire always apply its damage even on a miss.

Buffed base aim. Ready for Anything now applies to sniper weapons, should also now work even if the Salarian misses.

Salarians will use normal voice choosing logic instead of defaulting to ADVENT voice packs only.

Ready For Anything will have its overwatch activate on the shooter, not the target. Also added in condition to prevent it from appearing when a soldier is holding a sniper rifle.
