Added outpost+50gdp bonus, based on CA's hot-fix patch. This may be changed depending on the official patch.
Increase to 50-60-80-100 as settlement tier increases

Eliminate the special capital +20% faction-wide bonus, revert to default 10%. Captured one in mid game, 10% is actually a lot already!

Corrected too OP factionwide income bonus at special capitals.
Originally I thought it was +80 gdp for each capital, turns out to be +80% faction wide.
Debuffed to 10% for level 1-3 at special capitals, and 20% at level 4.
