Increased the number of starting unity from 167 to 200 to fix an edge case issue where empires with both the Slaver Guilds and Syncretic Evoloution civics wouldn't have enough unity for 2 traditions.

Updated Version number to match the inevitable incoming hotfix.

Reduced the unity given at game start from 171 to 167 to match the unity required to select 2 traditions with no extra left over.
