Terrascaping 2.0 for better balance and aesthetics:
1. Use radial variance fractal for ice shelf, terrain and feature generation.
2. Reduce tundra % for realism (and to prevent Canada from being too OP on this map).

Tweaked ice gen logic to be densest/tightest around "neck" of continent.

1. Using start defaults from Fractal map; resource defaults from Island Plates.
2. Copied Arctic map ice shelf logic. It's not possible to circumnavigate continent along the coast anymore.
