This is a common issue - go to your Documents/My Games/Sid Meier's Civilization V/MODS folder, and check for the Covenant civilization there. If you see it inside its own folder, you're set, but if you only see a .civ5mod file, that means the mod downloaded but the game didn't unpack it properly. You can fix that by deleting your CivVModsDatabase.db file, in Documents/My Games/Sid Meier's Civilization V/cache folder, which will make the game create a new database on your next launch - during which it will unpack any mods that haven't been unpacked yet.
IMPORTANT: If you have any mods or mod versions that have since been removed from the workshop or are otherwise now unavailable, they might get deleted when you delete your database so it's worth making a manual backup of those first.
It's not showing in the mod selection.
The Faith-based ideas are good, but you have to remember that the Covenant is a very zealous nation that prides itself in the destruction of humanity and the progress towards the Great Journey. Gaining Faith from the destruction of enemy forces is what makes the most sense. In my opinion anyway.
But thanks for the suggestions. They're always welcome.
Maybe instead of having combat boost faith, have faith boost combat. Say you get a bonus from great prophets in combat. Or have increased strength against cities the more followers of your religion. On a bigger scale more strength against other civs if your religion is dominant. Or have the capability of spreading your religion through your military.
These last where just some quick ideas I had that I though I'd trow out. Food for thought.
The Scarabs often drop in from the sky in the games. It's a quick-to-deploy unit. So giving it instead of the Honor Guard the ability to paradrop makes sense. Furthermore, the Scarab can carry troops inside it in the halo games. In civ this could be done with allowing the stacking of other units (or maybe the honor guard specifically) that comes along when it paradrops. Imagine dropping in with a Scarab and atacking foes with brutes. It's a strong combo. Maybe the honot guard can attack after the paradrop since it has not yet moved by itself.
Possible nerf are to only allow paradrop from a city with an airport, or to have some other special condition for paradropping. Faithbased possibly.
My idea is basically to have some sort of symbiosis between the two unique troops.

Thanks for the suggestions but I've pretty much got the plans for the UNSC Civ all laid out, save for the second Unique Unit which I still don't have an idea for. I'll consider a Longsword or Shortsword but in the end I might end up choosing a ground vehicle. The Scorpion maybe.

It's inevitable. I haven't started yet, but I know what I'll do when I start it. A UNSC Civ is coming, I guarantee it. Let me just iron out this mod before I do that, as it's my first mod...

Ask and yee shall receive. I am starting work on Version 2 of this mod right now, and to start things off, I'm going to add music.
I think I remember on a mod somewhere that someone responded negatively to having more than two Unique Units, so even though I could have easily replaced every Information Era unit there is, I wanted to keep it down to a maximum of two. Maybe in later mods I'll raise it to three or higher...
