More detailed hedges uses more geometry, there are planes clipped into the mesh and textured with transparent areas to create little leaves and things sticking up here and there.
This becomes a problem with a network since the model is stretched, longer segments would have more sparce details than the shorter segments, those would end up with tiny little spiky branches.
Bushes, like you mention, would also be problematic because of the same reasons. The mesh needs to be able to accomodate distances from 8m to 64m, so small segments would be squashed flat bushes and long segments would be chunky stretched bushes.
The TL:DR of the whole thing is that, yes, it's entirely possible, but it's going to be real tough to match the current quality of prop hedges where these limitations aren't a problem.
The first thing to keep in mind is that the Network tiling mod doesn't do anything about the model geometry, it's only the textures.
When a network is placed in game, the geometry is stretched or compressed to to equal the distance that is drawn.
The textures are applied to the model, but obviously if they are stretched to the same degree as the model, things would end up really blurry for longer segments. The game repeats or tiles the textures so that texel density is preserved along the entire length.
The Network Tiling mod is used to adjust how much the texture is tiled, so the creator has more control over how frequently the texture is repeated.

@Yorkie Pudd : I'll consider releasing more fences if other asset creators aren't interested in it. There are a lot of excellent fence props that could be converted to networks with minimal effort, and I don't want to steal their thunder.

@aubergine18 : This was a neat little test, I wanted to see how the shader worked and what was possible with it. I do have a need for a couple more types of fences in my builds - but I want to make sure other creators get an opportunity to make stuff like this too before I do anything else like this.
