Even though they are weak, they always go to war first.
Next turn, make a peace agreement and give money.
For example, while you skip the turn AI declares war on you, then on your turn you offer peace back to them and they'll accept it with high rate, usually you can even take money for that from 1k to 3k.

Faction plus food is the best ai mod
i'm currently more and more getting bored in the vanilla campaign, which i liked so far, but only if the AI would attack my walled cities this would be great, all they do is sending spy after spy to sabotage. An attack on a walled city just never happens. i tried the a more agressive AI of different modders, and an ultra agressive AI, it does just not change, a walled city of mine with a legion in it is never attacked by the AI, a garisson setlement sometimes. If only a modder could make a vanillamod where your walled settlements are being constantly attacked and you could defend it from the walls, that would be great. I dont know wether i should try DEI , radious, or war of the gods on higher difficulty to get this kind of gameplay, if it would change i don't know.
does anyone feel the same dissapointment? that this should be different? Let me know if someone of you has found a solution to this issue.

there is no more than 20%~25% difference in unit upkeep compared to my units.

The only small criticisms of the things I have noticed are the tendency for the AI to sometimes randomly declare war on you (for example Iceni declared on me even though i was barely in south France as Rome, and artificial food buffs to the AI, which prevent the zeal skill path on spies from being very useful.
The diplomacy can be a bit challenging, but as you blob becomes manageable to easy. The AI definitely manages to build empires of 5-6+ provinces.
If one wishes an even hardcore experience I would suggest the Rome II Community Patch. Would recommend this mod as a 9/10.
If you need a new challenge, play with a weak minor faction using a faction unlocker and this mod.
