It's a really nice mod ntw, it fixes RotR for me !
2. Refuse to use Beta version of R2 game (launcher) or old Patches. Check it in Library. Use Only last CA patch.
3. Remove all other mods.
4. Allow use mods and scripts in game options.
5. If not help, delete this folders (make backup):
C:\Users\YOURNAME\AppData\Roaming\The Creative Assembly\Rome2\
C:\Users\YOURNAME\AppData\Roaming\The Creative Assembly\Launcher\
game cache is ok, only mod installed is Culture Identity Units - East but even deactivating it the problem exists
Btw u can try to check your game cashe or remove other mods to test it.
So to see them just uncheck this mod.

There are sub mods on garrison sizes and edicts on Part 1 main page! So they should be ok for you!
About point 3 - will think about it! Thanks!
1. Edicts are too punishing. The nerfs on each edict are so prominent that I don't see the point in using them at all. The nerfs outway the buffs ten to one.
2. Garrison sizes. Trust me, I prefer larger garrisons, but in this case, I think it's a little over the top. I can't seem to take any large settlement that has an enemy army in reinforcment range because the garrison is a full stack in and of itself, which makes taking larger settlements too much of a challenge.
3. A little note on the carthage campaign for rise of the republic. This isn't a complaint but rather a suggestion, but limiting Carthage to a republic and not giving the option to change government type has such a drastic pentality on party loyalty that civil war is too common and feels inevitable, no matter what I do to stop it.
Again, I like this mod, but these are somethings I just felt needed to be brought up.
