Made a version of this for personal use that does a similar thing, but only counts development from provinces in states. It better fit the playstyle of countries like the Netherlands, with well-developed mainlands while also being able to have vast empires. Unfortunately it didn't work properly when I uploaded it to steam.

Does it only take into account the states provinces, or the territories provinces are used as well?

Could you make a copy of this mod, but the benefits are halved for your average developed and label it "Idea variation version" since the idea variation mod adds ALOT of dev cost modifiers? maybe even 1/3 or 1/4? thanks. Amazing mod, keep updating it with tweaks!.

Also, maybe add a militarization bonus for high average development as well? I'd make it pretty high since Prussia doesn't use mercenaries.

That´s a very good idea. The italien nations for example were in history relativly powerfull nations but not in EU4.

Great idea! I'm assuming we'd get a message every year, reminding us what our average devlopment is. Is there a way to disable that alert? Also, will that mod be compatible with Urbanisation 2 and Capital Ewpended?
