depends on the difficulty-level; usualy ITA joins axis soon after fall of Paris [on the easiest level ITA in my games once joined axis even BEFORE western campaign] - be patient!
Separate topic: Playing as Germany, cruiser to carrier conversions can only have the tier 1 "Early Hullform". That's sufficient for converting Emden class cruisers, but can't convert other cruisers with a tier 2 "Improved Hullform". Previously the other hullforms were available and all other cruisers could be converted.
This is probably why everyone's saying it's more difficult.
France ... was much tougher. I guess the attack was end of May 1939 and here I did need to use my air support. I managed to push France back to the outskirts of Paris by July; but here things became something of a grinder. Attacking Paris directly does not work, I had to take the North cities for the supply and break through on either side of Paris which took a long time.
I ending up creating a reasonable encirclement of Paris, Versailles shortly after which France surrendered towards end of October.
Cost was 325k men for just France so a lot more than normal
Bro, I have also encountered the same predicament as you. In the latest update, the Netherlands and Belgium have become more difficult to conquer than before :(

Hello, at the beginning of the game, a large number of production lines were not allocated mio, so we had to add them one by one manually, which was very cumbersome
Im playing as italy, and during the Spanish Civil war, i noticed how Germany's expeditionary force to help the nationalists, sometimes just sit there and dont do anything. They left for example a strong panzer division just next to an important supply depot, and let the nationalists get crushed by a small republican force and take the supply depot..
They weaken (debuff) the longer the war goes on? if so attacking Poland earlier and/ or delaying attack on France after Poland is required, cause man they have like 3500 fighters in Belgium from the start on 3 straight games, Thats hard to overcome even with some debuffs.
I dont have man the guns and currently there is no research tree for capital ships
