Report a translation problem
Assuming it is active I'd advise loading up the game with only this mod active and seeing if the values are changed correctly. You won't need to play the game like that, but just getting in to the game will let you see if it's working or not and if it is you can activate mods a couple at a time and reload in to see which one is causing the issue.
If you do find a mod changing the values to normal and you don't think it should be then it's likely the author hasn't properly optimised their mod and you'll need to ask them to sort it. If it should change the values then the mods aren't compatible.

The link below will give you a .rar file, which contains a .png and a .pack file you can extract. After you have them, just cut and paste them in to your Rome 2 data folder, which for default Steam installs is "C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II\data". I hope that fixes the issue for you.

Those who like the mod as it is, nothing will change and you won't need to do anything at all. I use this mod myself so I wouldn't alter it.
That said, if it were wanted by people I'd be willing to support 2 versions of this mod where one has a more significant penalty reduction.
