Should be, no-one has complained to say otherwise. Though the added mood elements from other mods from recreation will effect the balance of how easy it is to recruit them.

Thanks for the reply. It looks like the author of Prison Labor recently added an option to disable prisoner suicide, so that issue looks to be resolved. I guess it's been a while since I've looked at the mod settings for it.
That does sound to me as if it is something more flavoured by the mod than vanilla behaviour.
The TV will help shorten the time of resistance, but as to effectively improving their psychology less so and more a subtle effect here.
Unfortunately, with not being familiar with Prison Labor and not really having the time to do too much in terms of analysing what it does in any real detail, you might need to open up a line of casual inquiry with the author of that mod to understand better how it might effect prisoner behaviour.

Your reasoning is sound, I understand why, but the implications might destabalise other existing "game mechanics" in doing so, which I'm reluctant to remove from game play.
There are other mods that make recreation items available to prisoners. I'll leave it to your discretion if you want to use them.
Mood is a value that effects the difficulty to recruit prisoners. It also is a factor in how much resistance is lost due to the use of the TVs. So, I'd be reluctant to make it give a mood boost as a result as it would potentially make the TV too OP.
I could consider applying a mood boost to a certain minimum if their mood is below that value, so that for instance it would slowly raise mood to a certain point and then stop this behaviour. But I'd also need to check the possibility of what this then means elsewhere in the code as I wouldn't want to remove prison breaks or other mental breaks as events altogether.
