To increase the maximum number of spies you need to add an adjustment to the defines.
All you need is a simple .lua text file with the following line in it
NDefines.NOperatives.MAX_RECRUITED_OPERATIVES = 25;
The file should have a name other than "defines.lua"; perhaps ISSU_defines.lua
then locate it in the common/defines folder and you're good

Anyone may update the mod file where it sits on their computer. To find it you look in the steam workshop files
For example, on my rig I go to
D:/steamlibrary/steamapps/workshop/content/394360 (that is the HoI4 folder)
the folder you need to find is called "2008308819" and hovering your mouse over it might display some of the file content names including "...spy_slots"

In case you guys don't want to wait for the author to do this; and in case the author doesn't want to do this.

From over a year ago in January 2021 when I started playing Hearts of Iron 4, the mod has worked fine, even on the mod Equestria at war that I’ve played plenty, but recently the mod has encountered a problem and the decisions fo recruiting operatives has been missing ever since on it. Hopefully you can resolve this. I don’t even know modding so I don’t know where the problem is.

@Levi - is it possible to have a Skill 3 spy? I was wondering about that empty space below Spy Recruitment. How about another Branch Upgrade that takes a spy for 120-180 days for an intense training regimen? Cost 6 Civ for 120-180d, and all of Operative Training completed, and the spy comes out one Skill higher, Linguist, Commando, Tough, and two other attributes?

That's not a mod. It's a mission you can send your spy on to for example increase the standing with another country so they're willing to join your faction. It comes with La Resistance

Hi, I just wanted to say that I really like the mod, but apparently for some reason the diplomatic pressure mission doesn't work for me anymore with the mod. I have some other mods active, but they theoretically shouldn't interfere with this one. I'm also playing on non-historical and some custom game rules. Would be cool if you could have a look to see if this issue arises on its own anyway though

Is this compatible with mods such as Road To 56, Kaisarreich, BlackICE, etc.? I know it works for Endsieg, but I'm not sure about these other ones. Great mod, btw!

Aah yes,
I've tried playing a new game without expert ai, and it magically appears now. Am using expert ai mostly for historical shite anyway, so wasn't a big deal.

I have heard reports that RT56 causes issues with this mod. I can not do much about the problem as something from RT56 is directly overwriting my mod.

Don't know why, but the mod wouldn't work in RT56.
It does work in Kaiserreich though...so must be something specific that's not letting the mod work correctly in RT56.
Still love the mod though so well done!
