That is not enough data. At this point many empires don't even have contact with each other, don't borders with each other, and have no casus belli produced yet.

Did you set the AI aggression to high? Don't use the berserk_ai command.
How many game years you have on your save?

Hi there. Your mod overwrites whole 00_defines.txt file, making it incompatible with any other mod which overwrites this file completely too.
Defines entries can be overwriteen individually, see https://stellaris.paradoxwikis.com/Modding#Overwriting_Specific_Elements .

Defines are LIOS overwrite, so you'll have to name file ie. zzzzzz_uaai_defines.txt and include only parts you want to overwrite:

Would this make a Nuclear Gandhi situation but in reverse if one AI is already aggresive?
