Its true that transport could need more love - railroads always feel more like an extra gimmick (unless you really need fast military transport). I am no modder at all but had some ideas that may be interesting. maybe cant be modded easily though, no idea... if not feasible or stupid please ignore my comment ;)

@UF_newfatmike, I already did a good bit of the implementation for the district with those listed buildings, but decided to place it on hold mostly because of the graphics aspect, and a few minor technical details. So TL;DR, if you can provide the graphics side of it, it's not too far out of reach to get the Railyard district mod implemented!
I know you stated that you're not an artist, so I really hope someone who is could make a model for the building and a unique icon for the unit.
