About mods that could help you, maybe Vanilla Ideology Expanded - Hats and Rags will let you fine tune the required clothing better.
Hello - Figured I'd ask you more directly, if this even works: I've a very specific concern here that you *may* be able to help with. Asides from nudists wearing hats /accessories without getting cranky about it, the ideology precepts of 'limited clothing' like full nude or pants-only etc. Don't allow for head-wear accessories like cloaks to be added as desired attire.
So we are back to square-one with the issue you are trying to fix with this mod. Could you perhaps add this change to this mod, making head-wear and accessories exempt from the 'clothing' category for ideologies? If not, any advice on how I can fix this myself or other mods that might help (I've found none so far form hours of looking) would be lovely.

This mod only affects modded apparel, but if you want something for vanilla I would recommend Hats Are Not Clothing:
