I also try to stay away from tome mods. The Tome of Warlord was my first one to try out and I was wondering about any conflict with yours because I noticed some visual issue which became too annoying to me... I will check that with the mod author separately though.
That note is about mods that make changes to base game tome units like for example things like rebalance mods, unless a tome mod modify any base game units which is unlikely every thing should be fine.

Also outdated tome mods with custom units are also a very likely culpred.
Just a tip if a mod hasn't been updated recently and the developer didn't say anything recently don't use it.

Do they conflict? I noticed the same issue mentioned so i wanted to meantion it too.

I tried this but it didn't fix the issue.
I am using the mods you created: LTCU and Outlaw Culture.
The "endless battle" issue appears to occur when using Race: Elf and Culture: High.
Please check and look into this.

So answer is no.
A general piece of advice when playing modded multiplayer copy mods in the workshop folder from one computer and past them in the Documents/Paradox Interactive/Age of Wonders 4/Mods folder then send the mods you just copied in to that folder to your friend this prevents any and all possibilities of different versions between you and your friend it also prevent auto updates just make sure you load the version of the mod that isn't the workshop (if it say show workshop page when you click the button that look like this ... then it is the wrong one and loade the other one).
